Hit Counter in FP 2003 Doesn't Count

We are having problem with one web page and FP Hit Counter. Other pages on
the same server have counters that work however this page takes longer to
load the counter is always at #1. We have copied HTML from working pages to
this page, still doesn't work. The only difference is we have a java script
menu on this page. Would that cause the problem and if so, any solution?

Open the live page in FrontPage.
Remove the hit counter.
Save the page.
Reinsert the hit counter.
Save the page.
