Hit counter won't set to specific number

Frontpage 2002.
The built in hit counter won't set to a specific number. When I look at the
code it shows the number I said but after publishing it goes to 1 or stays
the same.

Help?

Open your site on the server and change the count on the live page. Click Save and then check the
page in your browser.

I can't open it on the server because it is remote and Frontpage won't let
me do ftp "frontpage does not support opening files from FTP servers".
I delete the file on the server and then "publish" and no changes to the
counter except increment by 1.
When in preview mode locally there is no counter just a reference ( [Hit
Counter])

If you can't open the site on the server via FP, then the FP hit counter is not going to work, as
the server must have the FP extensions installed, and the site must be published to the server via
FP's http mode

The web hoster said he did have fp server extensions installed.
I must just not know how to make a connection that way....

through frontpage, open your web live, using the http: address you use to
publish.
