HitCounter and permission

Hi,

I have a strange situation in our web sites. Basic
information about our system: W2k server with service
pack 4 and IIS 5.0; Frontpage server extensions 2002.

The server root web looks working probably. However, the
sub sites have trouble with hitcounter:

(a) If I set "Use same permissions as parent Web site",
then hitcounter works normally -- each refreshing
increases the count by 1.

(b) If I set "Use unique permissions for this Web site",
then hitcounter always show 1 and refreshing the page
takes much longer time. If I reset the permission as (a)
above, the hitcounter immediately works and continues the
counting number, e.g. it was 15 when I set as (a) above,
then set as (b) and it shows 1, I reset it as (a), then
refresh the page and it shows 16.

I tried FP2000 and FP2003, the situation is the same.

The hitcounter works well on the root pages. BTW, I can
only add user to Author the root, but don't have the
above options a, b for the root. I am not sure if that
is normal or not.

Any suggestion? I appreciate all the help!
