OK. In PS2003 I entered the holidays in the 'Change Working Time' feature in
the Enterprise Global Template on the standard (base) calendar.

How do I do it in PS2007? (Please don't tell me it's at the project level.)

Log into PWA with Administrator permissions. Click Server Settings -
Enterprise Calendars (in the Enterprise Data section). Select the Standard
calendar and then click the Edit Calendar button. Select a date in the
calendar grid and then enter the name of the holiday in the data grid. To
set up a repeating holiday, click the Details button and set the yearly
recurrence for as many years as you need. Click the OK button to close the
calendar, and the system saves the changes automatically. Hope this helps.
