Horrible print quality

All of a sudden I am having trouble printing excel
spreadsheets. The text shows up with horizontal streaks
of missing ink through it. Test pages and other
diagnostic printouts print okay when I do alignment
functions. I keep thinking it's the ink cartridge but
have put three new ones in recently and it just can't be
that they are all bad. Any ideas before I am forced to
go out and buy a new printer?

OK... but are you sure that the problems are Excel specific? Leaving
aside the test and diagnostic prints, are you getting the same results
with, say, Word or Notepad documents?

These days a new printer will probably cost you less than the ink
cartridges anyway...

You haven't said what type of printer this is. With some printers and
cartridges you're replacing the whole print head, with others just the
ink container. Obviously if you're just replacing the latter, it may
not cure this problem. Check your printer manual in relation to this.
Also, look to see whether your printer software has a "Clean Print
Heads" function built in; the print heads needing a clean is the most
common cause of banding. If it does, you'll most likely be able to
access it through the list of printers via the Control Panel on the
Start menu; right click on the printer and select Properties, and it
should take you to the clean print head functions.
