hosed up install for access 2002 in Developers Edition

Why hasn't MSFT either fixed or notifed users that the
install of Access 2002 is totally hosed? It won't install
OWC and this leads to pivot table screwups(no drop zones,
grayed out toolbar) and lots of grief.

It also won't install the samples (northwind and others).
The check boxes are checked but the install never install
correctly. It does access but even IE5 is not installed.

This has been happening for some time. I had to click the
MSI on the CD root to get OWC installed for goodness sake.

This is a pain in the ass.
