Hotmail blocks reply or forward and asks to verify my identity

Every time I sign into e-mail through Outlook I'm forced to renew my identity
and match blurred characters in a picture. When I go to reply or forward an
e-mail, the Hotmail staff blocks this and makes me verify my identity again.
A message asks me to go to www.hotmail.msn.com for help, but this produces a
message "Page cannot be found" Then everything locks up. Same problem
occured when using another computer, so the problem appears to be with my
hotmail, not my computer. In the past I had not problem. This is a new
condition.

Microsoft is in the process of stopping the ability to use Outlook or
Outlook Express to access Hotmail accounts unless you pay for the Hotmail
account.
