Hotmail Outlook Express

Is it true that Outlook Express will now only handle Hotmail Accounts if the
Hotmail Account is paid for?

I seem to be getting all sorts of issues in managing my Hotmail through
Outlook Express over the last few days....

Did they make this change to start on February 1st?

Any help is really welcome.

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.

the (insert latest virus name here) virus, all mail sent to my personal
