My Outlook has worked for over a year using my Hotmail account. Suddenly I
am getting error messages reporting that access is 'Forbidden' (0x800CCC33).

Does anyone know what I should do to fix this?

As of Sept. 1, 2009, Hotmail has turned off the "WebDAV" protocol which
allowed for HTTPMail access to the accounts. For users of MS Outlook, there
are two options. For Outlook 2003, and Outlook 2007 there is the Office
Outlook Connector:

For earlier versions of Outlook, you will have to set up POP3/SMTP access:

You need to be aware that POP3 is not a synchronizing protocol. It is a
downloading protocol. You will not have your online folders available using
POP3 access.

To continue to receive e-mail from your Hotmail account, you need to select
one of the methods below to connect to Hotmail. After September 1, 2009 new
e-mail can only be delivered to your mail programs through the following
solutions.

If you use Outlook 2003/2007, you can download the free Outlook Connector to
continue receiving Hotmail. If you're using Outlook 2002, you will need to
change the account to use POP3. If you use Outlook Express to view Hotmail,
you can choose between downloading Windows Live Mail (free) or reconfigure
your account to use POP3. See
