Hourly Reporting Limits [2007]

I'm having this problem with [Hourly Reporting Limits]. We have set the
minimum hours per timesheet as 40hours. The issue is that when people don't
comply with this rule, instead of denying the timesheet submission what
happen is that it get stuck on the queue blocking all subsequent timesheet
submissions.

the error I get is this:

Is this the way is supposed to work and everytime someone have to manage the
Queue and Cancel These processes or this is wrong that Project should not
allow from the begining when the user is submiting the TSheet.
