How add built in menu button ID 830 to a menu bar

I try to create menu item to list all currently open Forms, Reports and etc
similar to standard Windows menu used in all office application.
By enumeration all standard command bars in MS Access I found that standard
item has id:=830 and Caption:="Window Name Goes Here"

But then I try to add this item to my menu Access comes with error message
"Error -2147467259: Automation error. Unspecified error"

I do not have any problem to add let say id:=959 ("More Windows") or
id:=2561 (Tile Vertically") and so on.

Why I am unable to add id:=830 ("Window Name Goes Here") or should I do
something
diffrent compare to all other built in menu buttons.
