from an internal e-mail perspective, how can I attach a password to a
document meant to be viewed only by senior management colleagues?

How it this an Outlook question? Outlook cannot add passwords to individual
messages so you'll need to use methods outside of Outlook. One thing you can
do is get a zip program that allows password protection fo the zip file and
then send that file to others, informing them of the password by more stealthy
means.
