How can I avoid "Page cannot be displayed" in starting IExplorer?

When I initiate IExplorer, I receive a page stating that the page cannot be
displayed. I try the diagnose connection problems and since my DSL line is
working, the connection is resolved. Why does this happen repeatedly?
I used the Network Diagnostics test and found that Network Adapters and IP
Address failed the test. I have an IP address elsewhere in my computer.
How can this be resolved since I recently downloaded the newest version of
IExplorer and have been experiencing these problems as well as slow loading
of pages.
Along with this problem, I am receiving error messages that my Windows
Virtual Memory Minimum is too low. Windows is increasing the size of my
vistual memory paging file and some applications may be denied. I have
adequate memory and wonder if this is also connected to the IExplorer problem.
I would appreciate any help anyone can offer to resolve these problems.
