How can I build a 3D "blown-apart" regional map of the USA?

My company is divided into 15 sales regions, with 1 rep per region. I would
like to build a color-coded map of the USA that reflects each rep's sales
territory. Is there a Microsoft tool that can create this?

I guess you could make your own, if it's only highlighting 15 regions.

What you need is an editable (in powerpoint) state map.
