How can I change handwriting in a scanned document to text?

I am using Microsoft Office Professional 2002 for XP. I have old letters I
am scanning that I need converted to text.

If you mean convert to text so you can edit use the OCR scan, or perhaps you
mean something else?

I have tried converting to text with the OCR scan, but it did not work. I
just need to convert the handwriting to text for a visually impaired family
member, I do not need to edit the text unless mistakes are made in the
conversion.

Handwriting on scanned documents are, at the best, not done very well. You
will need a special program that can recognize the handwriting in the
scanned document. IIRC word 2002 (XP) does not have this feature for
scanned documents. The program that came with a tablet I have can recognize
my sloppy handwriting but it won't convert a scanned document.

Microsoft's support seems to be limited to input from a device not a file.

Do a Google search for handwriting recognition.

You might try scanning to pdf, there are I believe some free pdf converters
available.
You would still have to view on the PC, but a lot depends on the
handwriting.
