How can I create design template by using my picture?

I don't know how can I create design template by using my own picture? My own
pictures is jpg file.

You use a picture as a slide background several ways. To incorporate it in the
template, go to View > Master > Slide Master > Format > Background. Click the
color box at the bottom and then click on the Picture tab. Browse to your
picture and select it and then click on "Apply to All".
