How can I create pop out links menu with FrontPage 2003?

I'm not sure pop out menu is the right name but what I'd like to do is have
several related links pop out to the side when I put my mouse over the main
heading.

I've downloaded the behaviors, but after reopening Frontpage, they still
don't appear on my behaviors menu. Any suggestions?

Did you extract them to the folder named
%userprofile%\Application Data\Microsoft\FrontPage\Behaviors\Actions

Yes. When I open that file I see that they are extracted, but when I open
frontpage they aren't there.

And since they are behaviors, do you have the behaviors task pane open and a page open w/ an insertion point selected on the page
(many behaviors are not visible if you do not have something selected to apply them to)

Yes.
At this point I think it may have something to do with the file path. I
realized I still had a trial version of FP installed, and possibly the paths
for the download were getting confused (hope the wording on that made sense).
Anyway, I've just uninstalled the trial and FP, then reinstalled FP. Now
I'm going to try downloading the actions again....

sometimes it's tough to hit the "right" folder. I struggled creating an
"installer" because there are so many places the folder could be depending
on where the user installed FrontPage, office, etc.

You'll get it eventually! ;-)

Oh my gosh! IT WORKED! I am so unbelievably happy. I have been fiddling
with this for days. Thanks for the encouragement Chris and a HUGE thanks to
