How can I define or set the tab order in a form using Publisher

I am trying to set the tab order so that users can quickly fill out a form
using Publisher 2003

I am not trying to set a tab position. I am trying to define the tab order
when I am view a form that I have built. It seems that Publisher doesn't
rebuild the form fields in the order that they appear on the form.
Therefore, when a user tabs through the form, they jump around the page. I
want them to be able to tab from the 1st field through the last field on the
form in the order that they appear on the form. Hope that makes more sense.
