If you mean "disable," then go here:
Tools> Rules and Alerts> E-mail Rules, and un-check the rules you want to
disable.
(I haven't tested that, but I don't know why it would need an exchange
server to work. If you are talking about rules being run on the server,
instead of within Outlook, then someone else may be able to help.)
