How can I display a picture in publisher, it's just a blank frame?

I've inserted a picture in a publisher 2003 document and it shows in the
Graphics Manager thumbnail but not on the page. What am I doing wrong?

It seems that I have a problem similar to "Sam the V U Man" and "CM
Garrison" and so am contacting ATI to find out which new display driver I
need.
