How can I drag an image from clipart to the exact place?

How come I can no longer drag an image with my mouse to the exact place I
want in my document. In the older version, the curser would turn to a cross
and I was able to drag my image anywhere I wanted. Is this no longer
possible? If so how do I move the image I have inserted to where I want?

You must change the wrapping from In Line With Text to some other style.
