HOW CAN I ELIMINATE DUPLICATE EMAIL DOWNLOADS IN OUTLOOK?

I get multiple copies of emails on successive downloads of email despite
having set my rules to not save copies on the server after downloading. Is
there a way to stop this from happening?

POP, I assume? It must be on the server if Outlook is downloading it again.
Besides, rules don't control whether or not messages remain on the server,
that's an account setting.
