How can I enable the stationary picker?

I cannot use the stationary picker since it is grayed out. Is there a way
for me to change this?

The stationary picker? Sounds as though you're talking about Outlook Express
(and I suspect you mean "stationery picker")

This newsgroup is for questions about Access, the database product that's
part of Office Professional. You'd be better off asking in a newsgroup
related to whatever product you're using.
