How can I enter my PST files which seem to have disappeared

I think I have found on this site information that deals with the issue; that
I have reached some type of limit. I am locked out of all pre-today saved
emails (years worth) and close to 1000 email adresses.

Any direction where I should go (or do) to resolve this is much appreciated...

Define "locked out". That implies to me that you can see the information
but cannot open it. Also state your Outlook version.
