How can I force a project to be checked in administratively!

If a user has a microsoft project server file checked out, is it possible to
somehow administratively force that file to be checked it in, without the
user's intervention? So for example, user 1 has the file checked out. Admin
needs write access to the file immediately, is it possible to save/check in
the Project without prompting user 1?

Running Project Server 2003 with Project Web Access, and Microsoft Project
2003.

It's possible to force the check-in, but not the save. Checking in an open
project from the Admin Menu > Manage Enterprise Features > Checking
Enterprise Projects will cause the file to be checked in, but any pending
unsaved changes will be lost.
