How can I forward without Outlook wanting to download "content"

Whenever I try to forward a message for which content was not downloaded
(automatic picture download), I get the message

"To complete this action, Outlook must download content.....blah blah blah"


I'd like to be able to just forward a message WITHOUT the extra content but
there doesn't seem to be any way to turn off this "feature".

Can it be done?
