How can I freely rotate a shape in Visio 2007

In Visio Professional, there was a feature that allowed me to freeely rotate
a selected shape. I upgraded to Visio 2007 and now the feature does not
exist. Any suggestions?

In 2007, when selected, there should be a green circle above the shape. This
is the rotation handle. It is possible to lock a shape so that it can not be
rotated.
