How can I get my menus back to the short form?

In Office 2003, all of my shortened menus have gone away. I'm only getting
the long versions of the menus, which is quite distracting. How can I get
the short menus back? I've tried the reset button, but that doesn't help
with the menus.

I've tried that numerous times and in each of my Office applications
(Outlook, Word, PowerPoint, Excel). The "always show full menus" box is not
checked; the "show full menus after a short delay" box is checked but grayed
out. I have tried clicking the "reset menu and toolbar usage" box -- again,
in each application -- but that has no effect on the lack of customized
menus. The menus do show a lighter color next to my frequently used items,
but they just will not shorten.
