How can I get permission to use Publisher Web Templates on my web.

I'm starting a local shopping network in my community. I need to be able to
make one page mini Web Pages and would like to use the templates in
Publisher. How can I get permission from Microsoft to use these for my
customers?

You can use them.
Improper usage would be if you tried to sell the template as your own
template.
