How can I get picture wrapping options to be available in Word?

When I select the picture (inserted in a Word 2003 document by someone else)
and go to Format Picture, there are five layout options displayed ("In line",
"Square", "Tight", "In front", "Behind") - but all of them are grayed out and
non-selectable! I would like to select "Inline with text".

Try cutting the graphic, then Edit-->Paste special, as a picture.

Thanks for the idea. It definitely made some sort of improvement, because
now only 1 of the 5 choices is grayed out, and the picture has become
draggable (it wasn't before). Unfortunately, the "In line" formatting option
is the one I want and it is still not available.

Some graphics cannot be made inline in some versions of Word.
