How can I have the translate box on top of my desktop?

I often need to look up a Spanish word when using other applications, and it
would be nice if to get to the dictionary I didn't first have to click on
resarch, then on translate, then on Spanish. Is there a way to have this
always on top if Office or better yet as a button in the bottom right tray?

In Word if you r-click on the word in question, "Translate" is one of
the choices.
