How can i include text within a picture in microsoft picture mana.

I have a jpg or JPEG type of picture. If i want to include some text within
the picture without affecting or hiding the image, what can be done in
microsoft picture manager.

If not possible through picture manager, through which can i get it done.
Please suggest me to do this..
