How can I insert images into headers in Visio?

I'm using Microsoft Visio 2003 Professional. I'd like to insert a small
graphic image into the header of my Visio documents, but am so far unable to
do it. It can be done in Word and Excel, why not here aswell? So the question
is:

a) can this be done at all?
b) if yes, then how do I do it?

The normal recommendation is to insert your graphic into a background page
and then assign the background page to your drawing (not the same as word or
excel since they aren't diagramming applications).

As Al mentioned, backgrounds are the way to go. Headers and Footers were
added to Visio to address a specific problem. If your drawing is the same
size as your printed page, a background page can do the same as a H/F, but
much more.
