Sorry I missed one thing you said. The shortcut bar should definitely be
found under Office Tools during the Office 2000 installation. It is listed
alphabetically when you expand Office Tools as "Microsoft Office Shortcut
Bar", just before "Microsoft Photo Editor".

If you prefer to use the Microsoft Office Shortcut Bar, the article
mentions that Office 2003 can coexist with earlier versions of office.
Therefore, all you need to do is locate your Office 2000 installation CD
and run the setup program. Customize the installation, and when you
select specific items to install, don't install anything except the
shortcut bar, which can be found under office tools. Choose "not
available" for all Office 2000 items except the Microsoft Office Shortcut
Bar.
