How can I limit template use to those "On my computer"?

I have developed custom templates for a client. When a user selects
File->New, I would like to have the tabbed list of templates appear (as in
previous versions), not the side bar asking the user where to look for them.

Any advice would be appreciated.

Note to Microsoft: The frequency that one would prefer to retrieve an
Office template from "Office Online" or "My Web sites" as opposed to "On my
computer" is between one in a billion and one in a trillion.

R-click on Toolbar, Customize, Commands, Drag and drop the third "New"
up to File on the menu bar and drop it in. Now you may r-click and
delete that which you don't what and configure.
