how can I lock a note in Outlook to make it private?

outlook doesn't support 'locking' notes.

Yep, that's right. Blank body = blank post = blank mind.

So why aren't you making each user logon under their own Windows
account? Permissions then keep separate your data under your account's
%userprofile%.
