How can I lock a page?

now I can edit in a page easily. But sometimes I want to "lock" a page, which
means makes it non-modifiable.

There is no way to do this currently, other than marking the entire
section as read-only in windows. You can submit this as a feature
request on http://connect.microsoft.com (I think it may actually already
be logged, so you can vote for it if that is the case).
