How can I lock styles but still allow use of bullet points etc

I have created a style list and want to restrict users to these fonts and
point sizes, but still allow use of bullet points, numbering, bold, italics
etc.

Is this possible?

Create bulleted and numbered styles (or modify and allow the built-in ones);
create character styles for bold and italic and allow them.
