How can I lock the toolbars when replying to messages?

When repyling to a message, my toolbars are displayed on three lines above
and below the "To..." and "Subject:" lines. I put the toolbars where I want
them, on two lines above the "To..." and "Subject:" lines, and the next time
I reply to a message they are rearranged. "Show Standard and Formatting
toolbars on two rows" is selected. Where is the "Lock toolbars"?
