How can I make ALL graphics visible in Draft view?

When I'm in Draft view in Word 2007, some graphics don't appear. There's
simply white space, which, if I click, goes blue--a placeholder of sorts. The
graphics do appear in Print Layout view.

"Show picture placeholders" is not checked. I've tried formatting the
problematic graphics as "in line," using the Text Wrapping feature. That
worked in Word 2003. Not in 2007! Strangely, in Print Layout view, those
graphics still display the handles that indicate a graphic is "floating."

What's the solution? Thanks much!
