How can I make Layer Properties dialog non-modal?

I find myself constantly opening & closing the Layer Properties dialog and
frustrated because it is modal. Is there a way (VB, Forms, or whatever) to
make this dialog non-modal? BTW, this needs not only a temporary
work-around, but is a suggestion for the future.

A related improvement would be check item on the Tools/Options menu to force
the Layer Properties / Print column to always conform to whatever the Visible
column is set to. A workaround that would be insensitive to the addition /
removal of layers would be appreciated.

There's no way to make the layer dialog modeless (grrr!!!)

I've been meaning to create this for a long time, and I know other's who
have done it for customers, but I don't know if anything's available.

You could create something yourself, but you'd have to re-create the UI. You
can't just snag the dialog and shove it in to your own form, unfortunately.
