You have to fake it by creating a false pivot point.

Basically, you'll duplicate the line and put it end to end with the one you
want to rotate -- place the duplicate line at the end you want to rotate
around. Group the two lines. Give the copy no line color. Apply the Spin
animation.

I think I asked the question incorrectly. Specifically, I have an image of
an airplane. The airplane has a laser designator (represented by a line). I
want to fly the airplane in a circle holding the line stationary at a point

I think what I suggested will still work. You'd attach a spin animation to
the airplane, and you'd create the line with the actual line and the
invisible copy of the line the way I described below.

Thanks. I'll try it. I want the circle to be a horizonal circle. I can't
visualize this so I have to try it.

A horizontal circle? To me, that means you want it to seem as if you're
looking on the horizon, not from the top. In that case, you might need to
rotate around an oval, not a circle, and that means sometimes the line would
be shorter and sometimes longer.
Off the top of my head, I can't think of an easy way to do that in PPT. I
suppose you might be able to use a grow/shrink or other emphasis in
conjuction with the spin to create that, though....
