How can I pan across a photo on web page?

I am trying to make a virtual tour type webpage. Is there a way I can zoom in
or out of a photo or pan the photo across the photo viewing area?

You would need to create the virtual tour using a virtual tour service or application.

Do a search for virtual tour applications or virtual tour services.
