How can I prevent OL to add local area code in my phone/business fax fields?

I'm using MS Fax on a 2003 server. The problem is that OL add the local area
code and parentheses (to all local business fax numbers. This caused the
outgoing fax to fail because the number is invalid. I need to disable this
feature for local area code, but don't know how.
Please help!!!

The dialing properties are Windows settings. Open Control Panel's Phone and
Modem Options applet and correctly specify the dialing rules there.

this I know. However, it didn't work. I set dialing rule Not to dial the
local area code (on MS Faxserver as well) but it still doesn't line the area
code in OL. So my solution I'm looking for here is to have OL not to add the
local area code to any local number. I still cannot find the way to do it.

the way to do it is to configure your area code in Windows and configure
dialogs rules - it will be displayed in the contact but not dialed.
