I have a document with a cover, table of contents numbered i, ii, etc. and
the rest is the actual document. when I numbered the main document in terms
of page x of y, the x is correct; but the y is adding the number of total
pages of content + 1 which is the number of cover. any suggestion to correct
the y value?

A simple method would be to insert a calculated field instead of the
numpages field eg

Page {Page} of {=({Numpages} - 1)}

Does this apply to internationalized apps? Would an app run, say in
Germany, work with these English (Page, Numpages) field codes?

If not, how does one use this type of construct in an app that needs to work
globally?

The field code names (and field "switch" names) have been the same
internationally since Word 2000 (and for many languages, since Word 97).

However, you do sometimes have to be careful about other
internationalisation issues. For example, if you use a numeric format
switch such as \# , the numeric format codes are in effect
locale-specific. e.g. if you have a locale where the decimal point is a
".", e.g. the US or the UK, for a number to display as 2DP, your format
switch needs to be

\#0.00

whereas in a locale that uses "," as the decimal point, such as France,
you would need

\#0,00

There is no "locale-agnostic" way to write this AFAIK. Further, there
are no fields that let you discover, directly, what the current locale's
"decimal point" character is. (e.g. there is no { DECIMALPOINTCHARACTER
} field). In some cases you can rely on "tricks" to determine something
about the locale and build suitable formatting strings.
