How can I restore missing toolbar in Excel 97?

I have a problem, but only with my MS Excel
program, that is a part of my Office 97 package.
I run Win 98SE operating system. I cannot seem to find out how to get my
Title bar back, or my Taskbar back, when I am in Excel. If I knew what I
did to lose them, I think I would know how to retrieve them.
I tried closing the file I was working in, and reopening Excel to another
file, and every file in Excel is now without title bar or lower taskbar.
All other programs still work fine.

I'm not sure which toolbar you lost, but if you look for any files that end
in xlb, as in *.xlb, and delete (or rename) them, Excel will create a new
one, with the default toolbars.
