How can I send e-mail from other apps?

I am unable to send a file etc from within ANY program except Outlook.
Neither can I do it by right-clicking a file.

I checked MAPPI settings in win.ini and they all seem ok, some I'm really
frsutrated :-(

System: XP Home (SP 2)
Apps: Office 2003, Photoshop Elements 3.0, Paintshop 9.
