How can I stop the time being changed on my pda on sync

Each time I restart my desktop PC the next time I sync my pda the time is
advanced by 7hrs, I have gone into options and settings unticked the box but
on a restart it reverts back and ticks the box and changes the time

Perhaps you are in the wrong time zone? Double-click the PC clock and
check/correct it.
