How can I troubleshoot outlook meetings not being deleted on atten

In Outlook 98 I have a user that will create a meeting and then later delete
the meeting sending out a notice but the meeting does not delete on the
attendees calendar. I have tried the no OST fix from KB article 185237 and
this has not helped. I am stumped!
