How can I unlock form into development environment

I have 2002 Access adp, that is locked from development tools.
It does not ask for a password.
How can I unlock it?

What do you mean with "is locked from development tools"?
how it was actually locked?

Is it .adp or .ade file?

..ade file is a compiled file and as such is not editable.
